Q1. What is the gas flow pattern along HVJ pipeline?

A: The indicative numbers for gas flow is shown in the figure below.

Q2. What are the transmission charges for HVJ and regional pipelines?

A: The transmission charges for HVJ are Rs 1150/’000 scm linked to a calorific value of 8500 kcal/mscm and the transmission charges for Non – HVJ are as applicable on the basis of contract.

Q3. What does the ‘DRAFT POLICY FOR LAYING GAS PIPELINES’ states?

A: The Policy envisages:

  • Appointment of regulator under the Petroleum Regulatory Board Bill 2002 for regulating transmission, distribution, supply and storage system of natural gas / LNG to promote development of the sector. Till the Regulatory Board sets up, the government will perform functions of the regulator.

  • All new trunk pipelines to be on non-discriminatory common carrier principle

  • Existing and already approved pipeline proposals exempted from the policy

    • GAIL’s HBJ trunk pipeline

    • Reliance Industries’ proposed Kakinada-Goa and Jamnagar-Kozhikode pipelines

  • Tariff – applied as a cap - for transmission pipeline would be approved by regulator

  • Inter-State pipelines to be a single company to be notified by the Government, and till it was notified, by GAIL
